This is not just a funny quote. As an individual I have made the decision to withold both to the best of my abilities. (we all have varying abilities to do this) Not everyone has the ability to be an independant contractor that has no withholding taken from their paycheck and do not report a SSN to be told on later to the IRS. I have been blessed in that reguard. But it took months of praying and waiting for the opportunity to come. I am thankful to God for His blessings.
